But to me, this weekend has a special meaning.   Come Monday we as a nation will be celebrating Memorial Day.  What started as a Decoration Day after the Civil War has come to represent a day in which we as a nation say thanks to those who gave the ultimate sacrifice for our beloved nation….they gave their lives. &lt;br /&gt; Come Monday, I will be attending a local Memorial Day ceremony and while they read off the names of all the area’s veterans who have died since the last memorial day….. I will continue to remember those fellow Marines (and Navy Corpsman) I know who have given their shorten lives in service of our Nation. Yes you read that correctly, this check is from the City of Winchester!  It appears and I guess you could say confirmed by the fact that he is getting a refund check that the City Assessor’s office screwed up!&lt;br /&gt;&lt;br /&gt;You see Winchester, as do allot of other counties and cities has a deferment or exemption program in place for the elderly and disabled. You can find this program in the City of Winchester Code under &lt;strong&gt;Chapter 27; Art. II; Division III&lt;/strong&gt;.  (&lt;a href="http://www.winchesterva.gov/documents/government/city_code/CH27.pdf"&gt;Look Here&lt;/a&gt;).  As you read the section take a look at part (B)….&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;&lt;em&gt;“Any owner receiving a permanent or temporary disability benefit may claim an exclusion for up to five thousand and 00/100 dollars ($5000.00) for any permanent or temporary disability benefit, from whatever source, received by an owner. In addition, any owner who can prove to the satisfaction of the Commissioner by a preponderance of the evidence that they are permanently and totally disabled as defined under §58.1-3217 of the Code of Virginia may claim an exclusion of up to ten thousand and 00/100 dollars ($10,000.00) of said owner’s income. (Ord. No. 2007-30, 9-11-07)….”&lt;/em&gt;&lt;/strong&gt;&lt;br /&gt;&lt;br /&gt;See that part about exclusion for $10,000.00 if you have a permanent and Total Disability!  Yea, he never got it….not once.  Why, because (A) it is not on any of the forms the Commissioner of Revenue sends out (&lt;a href="http://www.winchesterva.gov/crev/documents/TRE_Application_2009.pdf"&gt;Here is the Application&lt;/a&gt;) (&lt;a href="http://www.winchesterva.gov/crev/documents/elderlyinstruct_2009.pdf"&gt;and here are the Instructions&lt;/a&gt;), nor did the Assessor’s office give it to him once he filed all of his paperwork with them!&lt;br /&gt;&lt;br /&gt;So how did my friend discover this?  Well it appears that the Assessor’s office messed up this year and tried to deny my friend his children’s exemption granted as noted in the second half of part (B)&lt;br /&gt;&lt;br /&gt;&lt;em&gt;&lt;strong&gt;“….Subject to subdivision (c) of this section, the total combined income received from all sources during the preceding calendar year by: (i) owners of the dwelling who use it as their principal residence and (ii) owners' relatives who live in the dwelling, shall not exceed Fifty Thousand Dollars ($50,000.00). Six Thousand Five Hundred Dollars ($6,500.00) of income of each relative who is not the spouse of an owner living in the dwelling and who does not qualify for the exemption provided by subdivision (c) hereof is excluded from the total combined income calculation. (Ord. So how does it work with our city manager? You can find the information about this plan starting on &lt;a href="http://www.winchesterva.gov/documents/government/city_council_meetings/20090512-Council-Agenda.pdf"&gt;page 28 of the meeting agenda. &lt;br /&gt;&lt;/a&gt;&lt;br /&gt;All I am going to say is this:&lt;br /&gt;Since when has any Government agency ever created a “joint” position without any Fiscal impact?  I mean do we have a Senior Code Compliance officer who is a certified Police officer?  If not how much is it going to cost to train that person?  Who will do that employee’s job while they are being trained?  Who will pay for the employee’s Police Uniforms?  Weapon’s training?  Continued Training?  Well you get the idea, all items that have yet to be answered.&lt;br /&gt;&lt;br /&gt;Starting on page 31 you will also see the proposed job description for this new classification.  First, I have to say….it is very poorly written. So as long as these lawyers did their job ethically, if there are any such thing as an ethical lawyer….then what did they do wrong by presenting an argument and opinion on paper? &lt;br /&gt;&lt;br /&gt;Now to get to what I really despise about this whole deal!  All they are doing is making political hay….nothing else!  All this will do is create justice lawyers who will be unwilling to give their best efforts in the future when asked to present an argument! Kids, crossing the traffic circle on school grounds, dodging cars and trucks while a lone teacher of two stands in the middle watching…..Notice I said watching an not directing. What is even more perplexing is the fact that there is a sidewalk all around the traffic circle so there is no need for the students to even enter it!&lt;br /&gt;&lt;br /&gt;Then the kids leave the school grounds and enter onto Molden. Talk about a safety nightmare. These kids just walk in the middle of the streets uninhibited by any adult supervision. They do not worry about cars or trucks…..I guess that 3,000 lbs vehicle won’t hurt them in the least! They just take over the roads. And while that is bad enough, that is not even the least of it either. These kids Curse! I have sat there and heard language that stated that even a sailor might blush at saying! They Smoke too! They talk of “Getting High” or “Getting Drunk” and “Screwing”…..remember these are middle school students!&lt;br /&gt;&lt;br /&gt;So where is the adult super vision? Back in the traffic circle on school grounds! I guess the old saying holds true….once a child leaves the schools property….well they are no longer our responsibility! While that may be true, it is also true that it takes a community to raise a child and as such we - the community of tax payers – have a right to say…hey if you the teacher or administrator can hear or see the kids from your post…..then you have the responsibility to insure they act appropriately. Especially when the infractions are taking place less than 10 feet outside the gate and 30 feet away from the nearest school employee!&lt;br /&gt;&lt;br /&gt;To add to this….where are our Police officers? Surely they have a responsibility to help keep the public safe from idiotic and irresponsible children such as this….and surely they have the ability to enforce laws that would hold their parents responsible as well!!!&lt;br /&gt;Then again, maybe it is our society as a whole….maybe we have lost the community environment that fostered good citizenship within our children! Why do I say this? Well it wasn’t all that long ago that I can remember when my friends and I used to walk home from school….and yes we walked farther than most students do today even in elementary school. ….well, if we acted up, or goofed off……believe me when I say that our parents knew about it and what we were doing by the time we got home…..You see neighbors knew neighbors! While Ricks contends that this email backs up his thesis, and I would partially agree, I found something else that caught my eye:&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;blockquote&gt;“Further, 15% of the rankings are based on "student selectivity." USNA and USMA&lt;br /&gt;have always claimed a &lt;em&gt;&lt;strong&gt;10/1 application ratio, i.e. 10 apply for one seat&lt;/strong&gt;&lt;/em&gt;. This&lt;br /&gt;year we're claiming 15 to l for USNA. When I was on the Admissions Board, &lt;strong&gt;we saw&lt;br /&gt;perhaps 2x the number of applicants per seat.&lt;/strong&gt; I asked, where are the other 8? An unusually frank LCDR told me that this l0 was not COMPLETED APPLICATIONS OF VIABLE CANDIDATES, but initiated applications/queries for information-by anyone, including, say, 7th graders who of course cannot enter. This was informally corroborated by a highly placed official at USNA. Lawrence L. Muir Jr., a state assistant attorney general in the computer crime section, did a presentation on “Sexting” at Daniel Morgan Middle School. &lt;br /&gt;&lt;br /&gt;While I do appreciate seeing the Commonwealth’s Attorney General doing presentations on this very dangerous practice, I do have an opinion on some of the tactics and threats being used to address it. &lt;br /&gt;&lt;br /&gt; &lt;a href="http://online.wsj.com/article/SB124026115528336397.html"&gt;Dionne Searcey, of The Wall Street Journal&lt;/a&gt;, addresses some of my concerns about the threat of prosecuting young teenagers who are “Dumb” enough to take a risky picture of themselves and send it via text over a cell phone with Child Pornography! &lt;br /&gt;&lt;br /&gt;I think that is a stretch.  When I first read about ‘Sexting” I thought wow that is dangerous!  Don’t these teenagers know that these pictures can stay out there for years….maybe even forever with the way technology is today.  Then I read where prosecutors have threatened to charge these teenagers with Child Pornography and I thought, No Way!  But it is so sad that it is true! &lt;br /&gt;&lt;br /&gt;I doubt very much that when our legislators wrote our child pornography laws that they meant for them to be used against teenagers flirting with their boyfriend or girlfriend.  I mean when one thinks of child pornography, it is usually seedy, demented and sick individuals who for whatever reason feels the need to see naked children for their own sexual gratification.  These individuals harm and abuse these kids into doing such acts just so they can get their rocks off! &lt;br /&gt;&lt;br /&gt;Maybe I am wrong, but I doubt that was the intent of these teenagers who are both the victim and the villain in the eyes of the law. &lt;br /&gt;&lt;br /&gt;Even in last night’s presentation, Mr.  Muir stated:  “Receiving or sending the explicit photos is child pornography under federal law, he said.&lt;br /&gt;“These are things that carry 5 to 20 years in prison,” Muir said. “These kids just think they’re being dumb, but they’re being dumb criminals.”&lt;br /&gt;Way to go.  So should we “adults” be concerned?  Yes, without a doubt.  Should we monitor our kid’s use of the cell phone and computer?  Better believe we should!  Prosecute them?   Not hardly! I have always taught my children that our laws are created to protect our society.  That the courts system would always seek justice, well I guess I lied. Mr. Strauss was 11 years old when he watched from a fourth floor attic window as his Grandparents were herded into a truck and taken to their deaths. &lt;br /&gt;&lt;br /&gt;He is an amazing man who witnessed much tragedy early in life, yet he harbors no hate. &lt;br /&gt;. . . . . . . . .&lt;br /&gt;&lt;br /&gt; It is ironic that I write this on the same day that I wrote about &lt;a href="http://virginiaveteran.blogspot.com/2009/04/last-bedford-boy-dies-on-sunday.html#links"&gt;Maj. Elisha Nance&lt;/a&gt;, who recently passed away, the Executive Officer of “A” Company, 116th Infantry who was one of the few survivors of the now famed “Bedford Boys” who landed on Omaha beach on 6 June 1944.  Little did men such as Maj. Maj. Elisha Ray Nance, one of 34 men who formed “A” Company, 116 Infantry of the 29th Division.  19 of the 34 lost their lives invading the beaches of Normandy on 4 June 1944.  Maj. Nance was the Company’s executive officer and was the only officer to survive the landings. &lt;br /&gt;&lt;br /&gt;Maj. Nance was wounded twice on D-Day.  He was hit in his right foot and also in one of his hands.  Yet he survived, came home to Bedford VA in 1944.  Befitting of the man that he is, Maj. Nance wished to honor the fallen soldiers of Bedford VA and did so by reorganizing “A” Company back in Bedford VA where he continued to serve as the Commanding Officer. &lt;br /&gt;&lt;br /&gt;May he rest in peace!&lt;br /&gt;&lt;br /&gt;&lt;a href="http://www.winchesterstar.com/showsection_obit.php?yearID=2009&amp;amp;monthID=04&amp;amp;dayID=21&amp;amp;sID=10#Nance"&gt;&lt;strong&gt;&lt;em&gt;Maj. I just read this wonderful thought that Peter Galuszka wrote over at Bacon’s Rebellion and I have to agree…..except, instead of Richmond, I have to ask, why can’t &lt;a href="http://www.blogger.com/winchester%20virginia"&gt;Winchester&lt;/a&gt;!&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;I love the low country. I have ever since I enlisted into the Marine Corps and went to &lt;a href="http://www.mcrdpi.usmc.mil/"&gt;Parris Island&lt;/a&gt;. Yeah I know, THAT is not exactly a vacation destination, however it did introduce me to the low country and my wife and I have been back several times since. We, or should I say I, love &lt;a href="http://www.hiltonheadisland.org/"&gt;Hilton Head Island&lt;/a&gt;! Anyways, back to the topic, why can’t Winchester be a destination of choice for many travelers? We have many things going for us.&lt;br /&gt;&lt;br /&gt;We have history too! From being the first town west of the blue ridge to the ultra new &lt;a href="http://www.shenandoahmuseum.org/"&gt;Museum of the Shenandoah Valley&lt;/a&gt;! We have had many prominent citizens come through our little city to include the likes of &lt;a href="http://winchesterhistory.org/george_washington.htm"&gt;George Washington&lt;/a&gt;, &lt;a href="http://www.hmdb.org/marker.asp?marker=4740"&gt;Daniel Morgan&lt;/a&gt;, and &lt;a href="http://winchesterhistory.org/stonewall_jackson.htm"&gt;Thomas “Stonewall" Jackson&lt;/a&gt;. That’s just up until the Civil War! For those political junkies, don’t forget that Winchester is the Home of the famous &lt;a href="http://www.virginiaplaces.org/government/byrdorg.html"&gt;“Byrd Machine&lt;/a&gt;” and &lt;a href="http://bioguide.congress.gov/scripts/biodisplay.pl?index=b001209"&gt;Harry F. Byrd Jr&lt;/a&gt;. still lives here and for the Country music fan’s, don’t forget about &lt;a href="http://www.patsycline.com/"&gt;Patsy Cline&lt;/a&gt;.&lt;br /&gt;&lt;br /&gt;Yet unless it is &lt;a href="http://www.thebloom.com/"&gt;Apple Blossom&lt;/a&gt;, this town is not a tourist destination and it could be. Why? Is it the hodgepodge of efforts that have been made over the years? Is it the lackadaisical attitude our City Council has had over the years concerning our Downtown? Hmm, I just feel “Blah” about my community. So much potential, so much waste!&lt;br /&gt;&lt;br /&gt;So in similar words of Mr. Galuzka, Can Winchester be like Charleston? Yes, it can. We have made strides as of late. Just look around. &lt;a href="http://www.wyndham.com/hotels/DCAGW/main.wnt?cid=ROMGWD"&gt;The George Washington Hotel &lt;/a&gt;has reopened! Downtown has a lot of potential that is starting to take shape. (with the exception of the Taylor Hotel). As mentioned, &lt;a href="http://www.shenandoahmuseum.org/"&gt;The Museum of the Shenandoah Valley &lt;/a&gt;is open and looks wonderful! Yes, progress has been made. Will it continue? It will if we as a community have the staying power! If we have the political will power! But only time will tell.&lt;br /&gt;&lt;br /&gt;Here is an idea. Every year for about the past 10 years we have a wonderful little concert/festival called the &lt;a href="http://www.winchesterblueshouse.com/"&gt;Blues House&lt;/a&gt;! Well why can’t we have a festival remembering Patsy Cline? Bring in a big name &lt;a href="http://delafont.com/bigger-budget-country.htm"&gt;country music artists &lt;/a&gt;and celebrate patsy! Shut down West Point, Annapolis and the Air Force Academy, and use some of the savings to expand ROTC scholarships.”&lt;/strong&gt;&lt;br /&gt;&lt;br /&gt;And with these words, &lt;a href="http://www.washingtonpost.com/wp-dyn/content/article/2009/04/16/AR2009041603483.html"&gt;Thomas Ricks &lt;/a&gt;started a firestorm of a debate. I have witnessed this debate on several &lt;a href="http://www.serviceacademyforums.com/showthread.php?t=5950"&gt;Internet Forums &lt;/a&gt;and &lt;a href="http://www.outsidethebeltway.com/archives/ricks_close_service_academies_war_colleges/"&gt;weblogs&lt;/a&gt;. Wow is all I can say.&lt;br /&gt;&lt;br /&gt;While I do not have the answer as to whether or not this is a good idea, I can say that the discussion taking place is a great idea and needs to be done on a regular basis.&lt;br /&gt;&lt;br /&gt;While &lt;a href="http://www.julescrittenden.com/2009/04/19/hasta-la-service-academies/"&gt;Jules Crittenden &lt;/a&gt;and &lt;a href="http://www.outsidethebeltway.com/archives/ricks_close_service_academies_war_colleges/"&gt;Outside the Beltway &lt;/a&gt;have some very good thoughts, I have another question that maybe we should ask.&lt;br /&gt;&lt;br /&gt;As many know, my oldest child decided to go for an appointment at one of our service academies. While I was very impressed with the history and the symbolism that the academy offered, I was less than impressed with the answers I received to questions raised by the admissions department. To give you an idea of what I am talking about, we inquired as to exactly what the academy looked for when determining if a candidate would qualify for an appointment. Well the direct answer we go was: “it depends upon the individual, we review each part of the candidate’s record and create a “Whole person” score. Well ok, what is the “Whole Person” score and how do you determine it? (Q) How much weight do you apply to each part of the candidate’s record? (A) That depends, for both questions. Very forth coming aren’t they.&lt;br /&gt;&lt;br /&gt;Then we inquired about nominations. You see I am a disabled veteran rated 100% by the US department of Veterans Affairs (USDVA) because of my service. That entitled my child to a nomination solely based upon my disability rating from the USDVA. According to federal law the academy is to appoint:&lt;br /&gt;&lt;br /&gt;“ 65 cadets selected in order of merit as established by competitive examinations from the children of members of the armed forces who were killed in action or died of, or have a service-connected disability rated at not less than 100 per centum resulting from, wounds or injuries received or diseases contracted in, or preexisting injury or disease aggravated by, active service, children of members who are in a “missing status” as defined in section 551 (2) of title 37, and children of civilian employees who are in “missing status” as defined in section 5561 (5) of title 5. The determination of the Department of Veterans Affairs as to service connection of the cause of death or disability, and the percentage at which the disability is rated, is binding upon the Secretary of the Army” (&lt;a href="http://www4.law.cornell.edu/uscode/html/uscode10/usc_sec_10_00004342----000-.html"&gt;10 USC § 4342&lt;/a&gt;)&lt;br /&gt;&lt;br /&gt;So lets get an idea how well the Academy does, or how many they say they let in the door:&lt;br /&gt;&lt;br /&gt;Service-Connected Annually Allocated Cadetships&lt;br /&gt;&lt;br /&gt;Presidential 100&lt;br /&gt;&lt;br /&gt;Enlisted Members of the Regular Army 85&lt;br /&gt;&lt;br /&gt;Enlisted Members of the Army Reserve/National Guard 85&lt;br /&gt;&lt;br /&gt;&lt;span style="color:#ff0000;"&gt;&lt;strong&gt;&lt;em&gt;Sons and Daughters of Deceased and Disabled Veterans (approximately) &lt;span style="font-size:180%;"&gt;10&lt;/span&gt;&lt;/em&gt;&lt;/strong&gt;&lt;/span&gt;&lt;br /&gt;&lt;br /&gt;Honor Military, Naval Schools and ROTC 20&lt;br /&gt;&lt;br /&gt;Sons and Daughters of persons Awarded the Medal of Honor Unlimited&lt;br /&gt;&lt;br /&gt;You can find this chart under (&lt;a href="http://ecfr.gpoaccess.gov/cgi/t/text/text-idx?c=ecfr;sid=1c55b3c1f2ac8f05bf0b57b5c51c3760;rgn=div5;view=text;node=32%3A3.1.1.6.23;idno=32;cc=ecfr#32:3.1.1.6.23.0.13.3"&gt;32 CFR §575.3&lt;/a&gt;)&lt;br /&gt;&lt;br /&gt;Hmm, lets see if I can still do simple math! 10 (Approximately) X 4 (years) is 40! &lt;span style="color:#ff0000;"&gt;So where are the other 25?&lt;/span&gt; Made me ask the question, do the Federal Academies really follow federal law? Honestly, I could not agree more. This is an issue that does not belong in politics and it is an issue that should not be solved via the courts. Schmidt is correct in his assessment about two things:&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;&lt;em&gt;“If you are not willing to accept and faithfully discharge those responsibilities, you shouldn't enter the state of matrimony, and it doesn't make a damn bit of difference if you're straight or gay. It is a responsibility like no other, which can and should make marriage an association between two human beings more fulfilling than any other."&lt;/em&gt;&lt;/strong&gt;&lt;br /&gt;&lt;br /&gt;That is oh so true!&lt;br /&gt;And&lt;br /&gt;&lt;br /&gt;&lt;em&gt;&lt;strong&gt;"One of the things that has definitely impacted my views on these issues and an evolution of thought over time is having a gay sibling," Schmidt told CNN. "As Americans get to know gay couples and or have gay family members, or work associates ... they come to understand that these relationships are deep and worth being respect and being protected." &lt;/strong&gt;&lt;/em&gt;&lt;br /&gt;&lt;em&gt;&lt;strong&gt;&lt;br /&gt;&lt;/strong&gt;&lt;/em&gt;And for all those people out here who say they have never met a family member or a close friend who is gay…..well maybe you’re so closed minded that they just don’t want the hassles of arguing with you.&lt;br /&gt;&lt;br /&gt;I also agree with one other statement that Schmidt makes:&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;&lt;em&gt;"People are turned off in large measure by what they see as intolerance coming out of the party,"&lt;/em&gt;&lt;/strong&gt;&lt;br /&gt;&lt;br /&gt;Wow….someone else finally gets it. Now the question is….will others start down this path as well. But sadly I think he is also correct when he states:&lt;br /&gt;&lt;br /&gt;&lt;em&gt;&lt;strong&gt;"I don't honestly expect our party will reverse in the very near term its opposition to same sex marriage. Nor do I yet see support for it from a strong majority of the general public," Schmidt told the Log Cabin Republicans. I have known her for a long time. I remember her service very well on our local school board and I have spoken with her on numerous times. She even has told my wife and I that she would write a letter of recommendation for our child. But I sincerely hope that this does not happen! Sitting on a local school board and running for a state senate seat does not make her qualified to hold the position as director of the Institute of Government and Public Service at Shenandoah University.&lt;br /&gt;&lt;br /&gt;On a side note to these rumors I will add another thought. Last night, SU held the Kuykendall Legal Lecture &amp;amp; Banquet. The guest speaker was Mark Early, president and CEO of Prison Fellowship Ministries and former senator and Attorney General of the Commonwealth of Virginia. It was a great event and Mr. Early did a wonderful job discussing issues of the day in a very non-partisan way. But the talk of the night was not Mr. Early but Karen Schultz. Many people left the event very upset at her behavior and expressions during Mr. Early’s presentation. made this year, they announced yesterday that they have hired Dr. Richard L. “Ricky” Leonard as our school systems new Superintendant.  I am very pleased by this decision and am grateful to hear that Dr. Leonard has accepted this challenge.  I have known Dr. Leonard since he taught me Biology at Handley High School in the mid 80’s.  He was always a very fair, impartial and willing to help his students. Well for starters, my wife went back to school, FULL-TIME.  She still is smarter than I and still maintains a 4.0 GPA.  It is scary the more I think about it. Not that she is smarter than I or that she is back in school…..but that she actually see something in me, a broken Jarhead.  Anyways, so I am blessed!&lt;br /&gt;&lt;br /&gt;My oldest child….well, in May 2008, she went off to the US Naval Academy Summer Seminar.  We picked her up 5 days later and she informed us that she wished to go to College there, study chemistry and become a commissioned officer in the US Marine Corps.  Well it is a long road from attending Summer Seminar to actually getting an Appointment to the Academy.  Oh my, the work involved, the travel involved and the time spent pursuing the dream.  I wish I could have a quarter of it back.  Fast forward to April 2009 and well she has basically turned down an appointment to the academy in order to pursue her dreams and Goals at Mary Baldwin College.  She still wants to Study Chemistry, still wants to be a Marine Officer….Still wants to “Blow things up”….but she also wants the opportunity to get her master’s degree…Taking after her Mother I guess….and MBC has the 3+2 program where you go to MBC for 3 years and get your undergrad degree and then go to UVA for 2 years and get your Masters….So she will be going after that starting this fall. &lt;br /&gt;&lt;br /&gt;Other Items…..I broke three of my ribs….that hurts&lt;br /&gt;My father in law died of Lung Cancer.  Very painful to watch…so much so I decided to quit smoking….&lt;br /&gt;&lt;br /&gt;Watched my daughter play Taps at her Grandfather’s funeral, that made people cry.&lt;br /&gt;I gave my loving wife her Father’s burial flag when he was interned at the National Cemetery.  That choked me up. &lt;br /&gt;&lt;br /&gt;What an eventful year it has been.  Hopefully things have calmed down, but I doubt it. The more taxes that get paid…..the more social engineering he and his fellow “smarter than the average bear” political hacks in DC can do. Where were you during the Clinton years? While I applaud his effort, I take issue with several points.&lt;br /&gt;&lt;br /&gt;First, I disagree with: it (being the draft) “&lt;em&gt;should be preceded by a dramatic reduction in the numbers of our standing military&lt;/em&gt;”&lt;br /&gt;&lt;br /&gt;I cannot disagree more. I value our nation’s integrity and I value its honesty. They are bedrock principle by which our nation has flourished and been respected both at home and abroad. As such it is important to review our history at the end of WW II, when we as a nation favored and agreed to participate in several alliances to protect and defend other nations. These include such organizations as NATO and SATO, along with many others. When joining these alliances we, as a nation, agreed to finance and maintain certain military establishments and we committed our most treasured resource….manpower! It is what led us to having a need for a large standing Army (meaning Military). While I would agree that our national reputation has suffered in some parts of the world, even amongst our allies, most foreign nations view us favorably in the long term….undermining our military and reducing it size without taking this into account would be disastrous to our reputation in the long term. I also must point out that as our allies in worn torn Europe and Asia have recovered and became stronger militarily and have been able to defend themselves, you will note a corresponding withdrawal from that nation and a reduction in our military force. Look it wasn’t that long ago that we had a 2 million man army and a 1 thousand ship Navy. Today our active Army is just shy of 500,000 troops who are backed by roughly 700,000 National Guard and Army Reserve members; these are our true Citizen-Soldiers. That is also about 1/3 the size of the active Army we had during the 1990-1991 Gulf War. Our Navy now has fewer than 300 ships….less than half the size of our Navy during the 1990-1991 Gulf War. In fact, we have fewer ships now than we did in 1931! Oh, and during Eisenhower’s term, the US Navy averaged 1,000 ships.&lt;br /&gt;&lt;br /&gt;Second, I disagree with the statement: “&lt;em&gt;we’ve seen war become an occupation, a job opportunity&lt;/em&gt;”&lt;br /&gt;&lt;br /&gt;This is utter Bull Shit! Sorry, I have to call it as I see it. All this statement tells me is that you have NEVER ‘been there, done that!” Preparing for and conducting TRAINING for a possible conflict is what the military does the majority of it time! Oh, and as for the “a job opportunity”….the first time you have round go over your head, you know it is not a Job opportunity.&lt;br /&gt;&lt;br /&gt;Third, in simply stating “&lt;em&gt;We’ve had military excursions in a staggering number of countries, the majority of them almost completely unreported&lt;/em&gt;” you’re showing ignorance in two ways;&lt;br /&gt;A) Your forgetting to state that almost all of these countries have asked for our military assistance since the end of WW II or they were operations to secure our Embassy and to evacuate Americans or other foreign nationals, and B) what makes you think “the majority of them almost completely unreported” ? People talk, as a writer, I would think you know that! Very little will go unreported when people talk! If the “majority” is “almost completely unreported” then why is it that link you have posted show so many operations? Maybe because its official history!&lt;br /&gt;&lt;br /&gt;Forth, I take real issue with your statement about our Military Men and Women possibly dying when you say: &lt;strong&gt;&lt;em&gt;“dying for their country is simply the end of their job description”&lt;/em&gt;&lt;/strong&gt; !&lt;br /&gt;&lt;strong&gt;How rude and crude! If there is any one statement that would piss me off with you, this is it!&lt;/strong&gt; I spent my ENTIRE Career in the US Marine Infantry and I have all my enlistment papers. No where, I repeat, NO WHERE is there a Job Description with a statement saying my job was to die for my country! Was it a possibility, your damn right! Did it ever cross my mind….yep! But that does not mean I was planning too! Not if I could help it! That is why I trained hard and trained Marines hard….I did not want them to die for their country….I believed in the old saying, “let the other bastard die for his…” So we trained accordingly.&lt;br /&gt;&lt;br /&gt;Fifth, you state that “&lt;em&gt;The greatest chance for ending unnecessary wars lies in making everyone, or as close to everyone as possible, directly responsible for carrying it out.&lt;/em&gt;” I disagree; the best chance we have is for our nation to get back to its root values. Something I do feel that you seek as well. We need leaders who will seek the truth and have integrity and honor our national treasure. We need leaders who are willing to compromise with each other and come to a solution that is truly in our nation’s best interest. They need to seek this out no matter what their personal or political differences are. Until we have that again, we will continue to have leaders who make foolish mistakes both domestically and internationally.&lt;br /&gt;&lt;br /&gt;Sixth, I disagree with your statement: “&lt;em&gt;We are not being called upon to sacrifice because the threat isn’t real&lt;/em&gt;”….oh really….Do you live in a cave….or is it that you fail to read about the problems and dynamics we are facing….not just us as a nation, but the world as a whole. The threat is very real, radical Islamic’s even threaten moderate Muslims throughout the world.&lt;br /&gt;&lt;br /&gt;Seventh….you state: “&lt;em&gt;Once the draft was instituted in 1969&lt;/em&gt;….” Well the last draft ran from 1948 until 1973!&lt;br /&gt;&lt;br /&gt;Eighth, I am not sure why you feel the draft would end voter apathy. As a military retiree, I have usually kept my opinion on this subject to my self and a trusted few out of respect for my friends who were/or are there fighting.&lt;br /&gt;&lt;br /&gt;In reading Waldo's thoughts, I found myself thinking that I should &lt;span class="blsp-spelling-corrected" id="SPELLING_ERROR_0"&gt;describe&lt;/span&gt; some of my feelings here and now. As &lt;a href="http://blog.vivianpaige.com/2007/08/15/waldos-iraq-confession-and-mine/"&gt;Vivian J. Paige &lt;/a&gt;states: it " is far more complex than many people make it out to be." I concur!&lt;br /&gt;&lt;br /&gt;In 2003, I felt this war was a mistake. I kept telling those who asked and I trusted that "this is not part of the war on terror, but a War against Saddam!" To me it was personal and very foolish.&lt;br /&gt;&lt;br /&gt;Today, I find myself thinking differently. It is part of the War on Terror! Not because it was in March 2003, but because we made it part of the War on Terror because of our country's actions there.&lt;br /&gt;&lt;br /&gt;You see, there are radical fighters who are hell bent on attacking two things: Any religion that is NOT ISLAM (at least their version of &lt;span class="blsp-spelling-corrected" id="SPELLING_ERROR_1"&gt;Islam&lt;/span&gt;), and any nation who stands in there way. They come to Iraq because they can fight us there and it is easier to get into Iraq than into the US.&lt;br /&gt;&lt;br /&gt;In listening to my friends who have been there and who have seen what is happening, I honestly feel that if we leave Iraq now or in the near future, we will be creating a power &lt;span class="blsp-spelling-corrected" id="SPELLING_ERROR_2"&gt;vacuum&lt;/span&gt;. that &lt;span class="blsp-spelling-corrected" id="SPELLING_ERROR_3"&gt;vacuum&lt;/span&gt; will be filled by those radical fighters who will then seek to A) set up their own form of government that will support their radical way of thinking. B) that once that has happened, they will seek to over throw other, friendlier governments in the region such as Saudi Arabia (which we prop up), &lt;span class="blsp-spelling-corrected" id="SPELLING_ERROR_4"&gt;Egypt&lt;/span&gt;, Jordon and then they will attempt to destroy &lt;span class="blsp-spelling-corrected" id="SPELLING_ERROR_5"&gt;Israel&lt;/span&gt;. At which time you will find the US back in the thick of it, less prepared than we are now!&lt;br /&gt;&lt;br /&gt;While I do not like any option that Iraq presents, I know as a nation we need to &lt;span class="blsp-spelling-corrected" id="SPELLING_ERROR_6"&gt;truly&lt;/span&gt; &lt;span class="blsp-spelling-corrected" id="SPELLING_ERROR_7"&gt;examine&lt;/span&gt; the whole picture long term and do what is right.&lt;br /&gt;&lt;br /&gt;&lt;span class="blsp-spelling-corrected" id="SPELLING_ERROR_8"&gt;Unfortunately&lt;/span&gt; I feel that we lack true statesmen like we had in our past who will look past the partisan politics of the issue and do what is right for our future generations.&lt;br /&gt;&lt;br /&gt;I wish we could have a government once again, that would have integrity and honesty when reviewing national security intelligence, that could find the common ground to do what is right to protect our nation and make the world safe again for all to enjoy.&lt;br /&gt;&lt;br /&gt;One last thought:&lt;br /&gt;&lt;br /&gt;As I see and hear of friends that I have known for 15, 20 years or more who are &lt;span class="blsp-spelling-corrected" id="SPELLING_ERROR_9"&gt;coming&lt;/span&gt; home wounded or injured and having lost limbs or use of limbs.....I &lt;span class="blsp-spelling-corrected" id="SPELLING_ERROR_10"&gt;sincerely&lt;/span&gt; wish I would be healed so that I could take up arms and fight once more for my nation! How would you propose we pay for these opportunities? How much would it cost? Who do you propose would be responsible for &lt;span class="blsp-spelling-corrected" id="SPELLING_ERROR_1"&gt;implementing&lt;/span&gt; this idea? Which State Agency? Or do you propose a "New State Agency"? How would this benefit the citizens of Virginia? Or the Citizens of the 27&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_2"&gt;th&lt;/span&gt; District? Would it drive down outrageous health care cost for the working poor? What type of 'health care training? More &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_3"&gt;EMT's&lt;/span&gt;? more Nurses? More Doctors? Oh, yeah...maybe more pharmacies....which of course would me more students for your employer...&lt;span class="blsp-spelling-corrected" id="SPELLING_ERROR_4"&gt;Shenandoah&lt;/span&gt; University! &lt;/p&gt;&lt;p&gt;&lt;strong&gt;&lt;em&gt;"Increased Funding for Free Clinics and Public Health Departments" &lt;/em&gt;&lt;/strong&gt;&lt;/p&gt;&lt;p&gt;More bureaucracy to add to the problem….need I say more? That is all increased funding to “Free Clinics” and public health departments will do, add another layer of government that is not needed and dramatically increase the cost of health care for the citizens of Virginia because of lame initiatives and grand government proposals. Besides, how will you pay for this increase? What will you cut from government spending? Or are you proposing a tax increase? Have you thought about this or are you afraid of stating your position in fear of becoming truly know to those you want to represent causing your to loose this election? Tell us your plan Ms. Schultz! &lt;/p&gt;&lt;p&gt;&lt;strong&gt;&lt;em&gt;"Tax Credits to Encourage Preventive Care"&lt;/em&gt;&lt;/strong&gt;&lt;/p&gt;&lt;p&gt;&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_5"&gt;Ok&lt;/span&gt; let’s look at this absurd proposal…..those who could use a Virginia tax break for preventive care, usually already have insurance and can afford preventive care! The working poor in our state do not need this tax break because they usually have such a low income that they already receive most if not all of their tax payment in a refund! These people can barely afford to see the doctor when they are sick and usually have to sacrifice something in order to get any prescriptions…..as such do you really thing going to the doctor for Preventive Care is a top priority for these people? Get real ms. You see if you donate enough money, you get to name the section of the school that your donation helped restore. While granted, you can name it after yourself, your family, or a teacher or person you choose, I just have a problem with this idea. To me it seems this idea is just morally corrupt and goes against all my values.&lt;br /&gt;&lt;br /&gt;The school system and its fundraiser, The soon to be former State Senator Russ Potts, keep pushing this idea as a way to show your "&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_3"&gt;Handley&lt;/span&gt; Pride"....yeah, I have heard this way to many times. To me, naming rights is not "&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_4"&gt;Handley&lt;/span&gt; Pride", but SELFISH PRIDE!&lt;br /&gt;&lt;br /&gt;Maybe I am growing old. I remember vividly when &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_5"&gt;Handley&lt;/span&gt; Pride was about selfless acts and the spirit of cooperation that was passed from one generation to the next. Russell Potts. &lt;br /&gt;&lt;br /&gt;Now I know Ms. Schultz and I like her.  Over the years while she served on our city school board I have had many conversations with her.  However, I am a republican first and &lt;span class="blsp-spelling-corrected" id="SPELLING_ERROR_1"&gt;foremost&lt;/span&gt; and I have some serious questions about her as a candidate for the Virginia Senate.  Tonight I took the time to look at her website and review her stance on issues affecting our district.  You can find it here: &lt;a href="http://www.karenschultz.org/issues.html"&gt;http://www.karenschultz.org/issues.html&lt;/a&gt;&lt;br /&gt;&lt;br /&gt;Was I surprised by how limited it her "issues" page is:  Currently it only covers four areas that are listed below:&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Education&lt;br /&gt;&lt;/strong&gt;     Increased Funding from Richmond and the Federal Government&lt;br /&gt;     Improve and Expand Access to Higher Education&lt;br /&gt;     “Education is the foundation of our economy”&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Health Care&lt;/strong&gt;&lt;br /&gt;     Provide More Opportunities for Health Care Training&lt;br /&gt;     Increased Funding for Free Clinics and Public Health Departments&lt;br /&gt;     Tax Credits to Encourage Preventive Care&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Transportation &lt;/strong&gt;&lt;br /&gt;     Protect State Funding For Local Roads – Prevent Tolls&lt;br /&gt;     2007 Transportation Compromise is a First Step&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Land Use and the Environment&lt;/strong&gt;&lt;br /&gt;     Reduce our Impact on the Natural Landscape&lt;br /&gt;     Stop the Dominion Power Line or Bury it&lt;br /&gt;     Give Localities the Power to Manage Development&lt;br /&gt;     Tax Credits for Energy Efficient Buildings&lt;br /&gt;     Funding for School Systems to "Go Green"&lt;br /&gt;&lt;br /&gt;My first thought was: "wow, &lt;span class="blsp-spelling-corrected" id="SPELLING_ERROR_2"&gt;this&lt;/span&gt; took &lt;span class="blsp-spelling-corrected" id="SPELLING_ERROR_3"&gt;allot&lt;/span&gt; of thought!"&lt;br /&gt;I mean I was really surprised at the lack of depth and detail.  Lets take her first topic, something she should be pretty good with : Education!&lt;br /&gt;&lt;br /&gt;First, She says:    &lt;strong&gt;&lt;em&gt;"Increased Funding from Richmond and the Federal Government"&lt;/em&gt;&lt;/strong&gt;&lt;br /&gt;I ask:  That is great but, where are you proposing to get that "increased funding from Richmond" and how do you propose getting it allocated to the 27&lt;span class="blsp-spelling-error" id="SPELLING_ERROR_4"&gt;th&lt;/span&gt; District?  Oh, and since when does (or can) a Virginia State Senator tell the Federal Government to send more money our way?  Get real Ms. Schultz!  This is about as much smoke as it is mirrors! &lt;br /&gt;&lt;br /&gt;Second, She says:  &lt;strong&gt;&lt;em&gt;"Improve and Expand Access to Higher Education"&lt;/em&gt;&lt;/strong&gt;&lt;br /&gt;I ask:  So how are you planning to do this?  Are you proposing a "New State Agency" with a multi million dollar budget to do this?  are you proposing "Improved and Expanded access" via community colleges or &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_5"&gt;state&lt;/span&gt; universities?  Are you proposing raising the &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_6"&gt;VTAG&lt;/span&gt; grants that help offset the cost of expensive private colleges?  Are you &lt;span class="blsp-spelling-corrected" id="SPELLING_ERROR_7"&gt;proposing&lt;/span&gt; new state supported &lt;span class="blsp-spelling-corrected" id="SPELLING_ERROR_8"&gt;scholarships&lt;/span&gt;?  What I ask, what are you proposing and at &lt;strong&gt;what cost&lt;/strong&gt;? &lt;br /&gt;&lt;br /&gt;Third, She says:  &lt;strong&gt;&lt;em&gt;“Education is the foundation of our economy”&lt;/em&gt;&lt;/strong&gt;&lt;br /&gt;I ask:  Really?  are you sure?  You can have the best educated population in the state and if you do not have any businesses that are willing to hire them, then you do not have a very stable economy.  While I would agree that having an educated work force is important to a good stable &lt;span class="blsp-spelling-corrected" id="SPELLING_ERROR_9"&gt;economy&lt;/span&gt;, it is far from being the "foundation" to that economy. His analysis of what is happening within the  caucus is dead on and is also troubling to many of the faithful far removed from Hampton Roads.&lt;br /&gt;&lt;br /&gt;One of the things that my friends and I in my area has asked our caucus members is to stop passing us unfunded mandates!  Your killing us locally by doing this. At first glance, with such an increase, one would assume that their would be an increase in educational programs in our local schools.  Not so states the Winchester school Supt. Dennis Kellison, most of this 11% increase is for teacher pay raise.  A whopping 6% increase to be exact. Great news to some, not so great to others…particularly the Education Associations (Unions) who have come to love him and his policies.  But that is another story.&lt;br /&gt;&lt;br /&gt;So far running to replace him in the republican party there is two candidates.  Jill Holtzman Vogel and Mark Tate.&lt;br /&gt;&lt;br /&gt;So far, I have yet to hear any “Great Ideas” out of either of these candidates.  So far both are full of the same hot air campaign rhetoric. Here is some examples:&lt;br /&gt;&lt;br /&gt;Jill Holtzman Vogel:  This is from a campaign email!  (My comments are in the parentheses)&lt;br /&gt;  &lt;br /&gt;“I will oppose new taxes &lt;strong&gt;(ok, and what do you plan to cut?)&lt;/strong&gt; , fight for smaller &lt;strong&gt;(again, what do you plan to cut)&lt;/strong&gt;, more effective government &lt;strong&gt;(Good Luck)&lt;/strong&gt; and fight to protect private property rights&lt;strong&gt; (Hmm, isn’t there already laws that do this?)&lt;/strong&gt; . I will fight to protect life &lt;strong&gt;(Why, unless your kissing the far right wings ass)&lt;/strong&gt; and will be a champion for the conservative values &lt;strong&gt;(which are????)&lt;/strong&gt; that you and I hold dear. On these issues, there will be no compromise.”&lt;br /&gt;&lt;br /&gt;Mark Tate on his website states: (&lt;a href="www.marktate.org"&gt;http://www.marktate.org/&lt;/a&gt;, &lt;strong&gt;my thoughts are in parentheses)&lt;/strong&gt;&lt;br /&gt;&lt;br /&gt;When I am elected, I will:&lt;br /&gt;&lt;br /&gt;Continue to fight Dominion Powers abuse of eminent domain and private property. I founded VSEP, a group specifically formed to stand up to Dominion.  &lt;strong&gt;(So does this mean your not Business Friendly?)&lt;/strong&gt;&lt;br /&gt;&lt;br /&gt;Protect taxpayers and our economy from burdensome tax increases &lt;strong&gt;(Which are? )&lt;/strong&gt;. I am so tired of moral issues (abortion, gay rights and such) dominating the Republican Party.  Values such as Life cannot be governed, but should be taught.  Teaching values is something that begins at home, not in our legislative body.&lt;br /&gt;&lt;br /&gt;Lets take abortion.  My personal belief is that abortion is morally wrong.  I hate the thought of people using abortion as a form of birth control.  I hate the thought that people will abort a fetus just because it might or might not have a genetic disorder.&lt;br /&gt;&lt;br /&gt;But I do not believe that our government should outlaw it just because I feel this way.  You see an even more important value to me is the God given right to choose.  To me this equates to personal responsibility.  In other words, people are responsible for their own actions.  In abortion, that means if a person chooses to have one at say 18, and at 25, they regret it, well that was THEIR choice and they have to live with it.&lt;br /&gt;&lt;br /&gt;So where does this leave me on the topic of abortion.  Simple, I feel that people ought to be made aware of alternatives to abortion.  They need to be made aware of all the emotional toll that they may feel and or come to feel later in life.  Then they need to choose which course of action they want to take and be responsible for that action.&lt;br /&gt;&lt;br /&gt;Besides, if we as a nation outlawed abortion does that mean it will go away…..I doubt it! The law states: “The Commissioner of the Department of Veterans Services shall administer the Military Survivors and Dependents Education Program…”  There is a big difference between “Monitoring and administering a program. &lt;br /&gt;&lt;br /&gt;As such, I think it is about time for Mr. Vincent Burgess, THE COMMISSIONER of the Department of Veterans Services to stand up to the Lobbyist at SCHEV and tell them:  This is the Virginia Military Survivors and Dependents Education Program.  This is the benefits that our students are entitled to.  You will follow the law! &lt;br /&gt;&lt;br /&gt;Take a stand Mr. Burgess…..show your independence!  Show a backbone! The name of this section….Unfunded scholarships!&lt;br /&gt;&lt;br /&gt;Wow….another fine example that SCHEV &lt;strong&gt;did not read the law&lt;/strong&gt; and has given bad advice to their member institutions.  Now those same institutions are &lt;strong&gt;breaking the law&lt;/strong&gt;. &lt;br /&gt;&lt;br /&gt;But SCHEV doesn’t care…..they would rather thumb their nose at the Governor, the General Assembly and the Taxpayers! Dan Hix, the Finance Policy Director for the state supported lobbying firm SCHEV (AKA: State Council of Higher Education for Virginia) reported to the Council’s Resources Committee that he and his staff are awaiting the responses to a staff survey designed to capture information on how institutions are responding to the 2006 legislation that created the Virginia Military Survivors and Dependents Educational Program (VMSDEP). Sources have told me that our state schools have sought guidance from SCHEV and that they are being told to stick with the “Tuition Only” policy.&lt;br /&gt;&lt;br /&gt;It is called saving face! The state supported lobbying firm, SCHEV with all its legislative bill research during the 2006 General Assembly missed one crucial point in &lt;a href="http://leg1.state.va.us/cgi-bin/legp504.exe?061+ful+HB1272ER"&gt;HB 1272&lt;/a&gt;.&lt;br /&gt;&lt;br /&gt;In the old Virginia War Orphans Education Program that existed until June 30, 2006, Part C of § 23-7.4:1 of the code of Virginia stated: “For the purposes of subsections A and B, user fees, such as room and board charges, shall not be included in this authorization to waive tuition and fees. However, all required educational and auxiliary fees shall be waived along with tuition.”&lt;br /&gt;&lt;br /&gt;With the signing of HB 1272 into law, Part C now reads: “For the purposes of subsection B, user fees, such as room and board charges, shall not be included in this authorization to waive tuition and fees. However, all required educational and auxiliary fees shall be waived along with tuition.”&lt;br /&gt;&lt;br /&gt;So why does this matter? Subsection A covers the Virginia Military Survivors and Dependents Education Program!&lt;br /&gt;&lt;br /&gt;Dr. Daniel J. Evidently, a while! According to my sources, &lt;span class="blsp-spelling-corrected" id="SPELLING_ERROR_2"&gt;Governor&lt;/span&gt; Kaine's office has know &lt;span class="blsp-spelling-corrected" id="SPELLING_ERROR_3"&gt;about&lt;/span&gt; this problem since at least late July. So here it is, going on December 2006 and the Governor's office is putting it off until.....2007!&lt;br /&gt;&lt;br /&gt;In the same article, "&lt;strong&gt;&lt;em&gt;Mr. Kevin Hall, a spokesman for Gov. Timothy M. Kaine, said the governor was looking for a way to add funding for the program when the General Assembly meets in January." &lt;/em&gt;&lt;/strong&gt;&lt;br /&gt;&lt;strong&gt;&lt;em&gt;&lt;/em&gt;&lt;/strong&gt;&lt;br /&gt;Politics as &lt;span class="blsp-spelling-corrected" id="SPELLING_ERROR_4"&gt;usual&lt;/span&gt;! It goes on to say "&lt;strong&gt;&lt;em&gt;This is no time to play semantics. Surviving spouses and children of &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_1" onclick="BLOG_clickHandler(this)"&gt;Virginia’&lt;/span&gt;s military personnel killed or disabled in battle are supposed to get free higher education at state schools."&lt;/em&gt;&lt;/strong&gt; the opinion closes with&lt;strong&gt;&lt;em&gt;: "The students in the program are the children and spouses of men and women who have given their lives or their health in service to our country. Shortchanging these students is dishonorable conduct."&lt;/em&gt;&lt;/strong&gt;&lt;br /&gt;&lt;strong&gt;&lt;em&gt;&lt;/em&gt;&lt;/strong&gt;&lt;br /&gt;I couldn't agree more! It is time that our state schools own up to their obligations and admit that they have made a mistake. Full funding for DVS&lt;br /&gt;2.      Clarify the State’s veterans hiring  preference&lt;br /&gt;3.      Support for the efforts to recruit and retain Virginia National Guard and Reserves&lt;br /&gt;4.      Expansion of in-state tuition for our active duty forces stationed here&lt;br /&gt;5.      Tax exemption for our deployed forces&lt;br /&gt;6. We did not have all these new stores and shopping centers popping up every 6 months and a traffic jam meant maybe 10 cars at a stop light.  The highlight of a teenager’s life was cruising up and down Rt. 11 and a bon fire in a field out in the pasture land someplace.  This area seemed so small when compared to the Great Big World that was just waiting to be explored! &lt;br /&gt;&lt;br /&gt;Friendships here started in elementary school and were cemented in high school.  They lasted a lifetime. &lt;br /&gt;&lt;br /&gt;So it has been with a good friend and me.  We met in second grade on the playground while playing kickball.  We lived but a few blocks apart and we spent endless time playing football and baseball in our neighborhood park.  We rode our bikes to the store up the street to buy soft drinks.  We explored the woods behind our houses built “forts” and clubhouses out of what ever was handy. Later, we were in Boy Scouts together camping, hiking and exploring the endless possibilities that the great outdoors offered. &lt;br /&gt;&lt;br /&gt;In high school we wrestled and played football together.  We had a lot in common.  This led us to sharing information about the girls we dated, what they liked and didn’t like.  We even dated some of the same girls a week a part.  We enjoyed the field parties and tailgating in parking lots.  We lived for the moment and enjoyed it to the fullest. &lt;br /&gt;&lt;br /&gt;As our high school years closed, we were ready and excited to explore the world and all of its offerings.  As such, it led to us having vastly different lives in different places.  At 17, my friend enlisted in the U.S. Marine Corps.  Ever since then we have remained in contact, but have seen each other only occasionally when our paths crossed because he has chosen to live his entire adult life serving our nation and defending our way of life! &lt;br /&gt;&lt;br /&gt;Much has changed since our free wheeln’ days of our youth, we are both married now.  Each of us has a wonderful wife and beautiful kids.  Our focus has changed as have our priorities.  We now focus on our families more than ourselves.  We want the best for our children and hope to give it to them.  Instead of sharing stories about our weekends and our dates, we now share stories about our kids and their excitement. &lt;br /&gt;&lt;br /&gt;A year ago, my friend started to talk about retiring from the Marines.  He told me he was looking forward to spending more time with his wife and children.  He wanted to play football and pitch a baseball with his son.  He wanted to be able to see all of his daughter’s events and share in her glory!  He told me how he was looking forward to having a “regular” job where he could come home every night and plan vacations!  But he had at least one more overseas tour of duty in Iraq before he could achieve these goals. &lt;br /&gt;&lt;br /&gt;So in January of this year he deployed to Iraq.  Things were different there this time around he told me.  It was a little more hectic.  Then in March, things went from fair to worse for my friend.  He was wounded. &lt;br /&gt;&lt;br /&gt;I’ll never forget the call I got from his wife telling me what had happened to my friend as she fought through the tears.  He had multiple shrapnel wounds and compound fractures in his right arm and both of his legs.  She was told that it would be a 50/50 chance that he may loose one or all of his wounded limbs. &lt;br /&gt;&lt;br /&gt;After many months and many surgeries, my friend is a very lucky man!  He still has his arm and both of his legs.  That is the bright side.  The down side is that he has lost the use of his arm and has to wear braces in order to walk.  Even then it is still very painful. &lt;br /&gt;&lt;br /&gt;My friend still faces an uncertain future full of medical problems and surgeries.  He’ll never be able to play catch with his son or throw a football around.  There is a greater chance he won’t be able to hike in the woods with his children or walk through an amusement park with them. &lt;br /&gt;&lt;br /&gt;I am privileged to call this man my friend and he is why I feel compelled to write this blog.  The Virginia Military Survivors and Dependents Education program and the lack of a proper interpretation by our public Colleges and Universities is the prime topic of this blog. I have spent the better part of the night talking with a friend whose family is affected by this law and reading and re-reading the law and the news articles. So where does this lead me……well here it is!&lt;br /&gt;&lt;br /&gt;While reading the &lt;a href="http://www.dailypress.com/news/dp-82543sy0nov19,1,519319.story?page=1&amp;ctrack=1&amp;amp;cset=true"&gt;Daily Press article&lt;/a&gt;, Ms. Anne Atkins, the Director of Communications for the Virginia Department of Veterans Services is quoted as saying “The first line and that 'may be' can be interpreted that funding for books, fees, room and board is based on availability or the allocation of funds or gifts or whatever.” Well that first line she is referring to is actually line one in the first paragraph of part A of § &lt;a href="http://leg1.state.va.us/cgi-bin/legp504.exe?000+cod+23-7.4C1"&gt;23-7.4:1&lt;/a&gt; of the Code of Virginia which is a Statute or a law enacted by an act of the Virginia General Assembly, a legislative body!&lt;br /&gt;&lt;br /&gt;I point this out for one reason….because the words “may be” that Ms. Atkins refers to comes from a statute that was created by an act of a legislative body, therefore the word “may” has a limited definition. In &lt;a href="http://www.supremelaw.org/ref/dict/bldm1.htm"&gt;Bouvier's Law Dictionary&lt;/a&gt;, we will find this definition to be limited to &lt;em&gt;"The words shall and may in general acts of the legislature or in private constitutions, are to be construed imperatively."&lt;/em&gt; It is now an &lt;a href="http://www.bartleby.com/61/63/I0056300.html"&gt;imperative&lt;/a&gt;! A Command!&lt;br /&gt;&lt;/p&gt;&lt;p&gt;So now that we know this is a command and not a “well if we have the money we will do this”, what are the colleges and universities required to do? According to the law, they are required to provide an undergraduate or other postsecondary education free of &lt;/p&gt;&lt;p&gt;&lt;br /&gt;(i) &lt;strong&gt;tuition &lt;/strong&gt;and &lt;strong&gt;all required fees&lt;/strong&gt;;&lt;br /&gt;(ii) &lt;strong&gt;institutional charges&lt;/strong&gt;;&lt;br /&gt;(iii) &lt;strong&gt;general&lt;/strong&gt; or &lt;strong&gt;college fees&lt;/strong&gt;, or &lt;strong&gt;any charges by whatever term referred to&lt;/strong&gt;;&lt;br /&gt;(iv) &lt;strong&gt;board &lt;/strong&gt;and &lt;strong&gt;room rent&lt;/strong&gt;; and&lt;br /&gt;(v) &lt;strong&gt;books &lt;/strong&gt;and &lt;strong&gt;supplies&lt;/strong&gt; &lt;/p&gt;&lt;p&gt;&lt;br /&gt;I especially want to make note of the word “&lt;em&gt;&lt;strong&gt;Supplies&lt;/strong&gt;&lt;/em&gt;” because it seems to get left out of a lot of the information that I have been shown concerning this law.&lt;br /&gt;&lt;br /&gt;Now that leaves us with the question of how are these public institutions of higher education going to pay for this benefit….&lt;br /&gt;&lt;br /&gt;Well that is easy to answer. Out of there general operating fund! You see, these general operating funds are made up of state appropriations, gifts, bequests, donations, and grants from both public and private sources! To tell the children and spouses of Disabled Veterans we will provide you with a free college education so that you may make a better life and then have our state supported colleges and universities break that promise is just not right.&lt;br /&gt;&lt;br /&gt;While our colleges and &lt;span class="blsp-spelling-corrected" id="SPELLING_ERROR_0"&gt;universities&lt;/span&gt; may have a legal leg to stand on (and I do not even know if that is true), they do not have a moral and ethical leg to stand on in my view!&lt;br /&gt;&lt;br /&gt;So what is my goal here?
